The Federation is the global government of Vesisaari. It was put in place in 4980 after the west won the East West War, to the displeasure of many in the east. The Federation‘S platform is unity and peace, believing future wars could be prevented through controlling dangerous technology.

When firearms advanced and fully automatic models were produced, the Federation subsidized Wizards to develop a solution to nullify firearm’s effectiveness, which led to the creation of Sheild Emitters. Once the technology was proven successful, they ramped up production of the devices and distributed them for free to all Vesisaarians.

As semiconductors lead to the electronic revolution, the Federation forced all inventions and innovations to go through formal governmental review before it could be developed. Technology Protection Teams were formed to police the industry, and would often raid unapproved technology sites.

During the Great Dragon War, many people pushed for more innovation to defeat the dragons, but the Federation resisted. It was only until Pekoni was overrun that they relented and allowed for a new weapon to be developed. Lazers proved to be very effective against the dragons, but no one expected the devastation of The Final Battle.

The large nuclear explosion deterred all from using lazers for anything other than as a tool. Asteroid Mining grew quickly because of the tool, and Vesisaari’s economy boomed with the influx of precious metals. There was peace for many years.

However, as Lazers developed and became more readily available, their use in conflicts began to show up in 5219. After a handful of more nuclear explosions from Lazer-Shield interactions, the EMP blasts made technology become unstable. The Federation attempts to ban all Lazers, but push back from the Astroid Mining sector is strong. A compromise is made to ban all Lazers over 5 Watts, to allow for Lazers as tools to continue being used. 5 Watts was much lower than what asteroid minors were using, so the mining industry started to struggle.

Despite the ban, many people still found ways to obtain high powered Lazers. Nuclear explosions become more and more common, to the point where the resulting EMP blasts make technology unstable and unreliable. With the threat of nuclear fallout at large again, the Federation enforces a strict ban on the possession of any Lazer over 5 Watts, and will put any offender to death.

The number of nuclear explosions reduce dramatically, but not completely. The Federation spends lots of time chasing nuclear explosions, looking for perpetrators.

Opposition

Wizards generally believe the Federation’s actions have gone too far in stifling innovation. While preventing weapons of mass destruction is understandable, they believe it is an overreach for the Federation to require review for ALL technology regardless of its use. Many Wizards try to lobby for more loose requirements, but to limited success.

Ravagers also believe the Federation has overreached their power in enacting a death penalty for the possession of Lazers. They believe the limit of 5 Watts on a Lazer to be too low, and want to return back to the time when powerful Lazer tools increased industry. Many Ravagers frequently interfere with Lazer Enforcement, and are a general nuisance to anyone in the Federation.
